Council members met at the expert level for six and a half hours yesterday (28 March) on the draft resolution circulated by Nigeria and France on Friday, 25 March. Council members are expected to get a revised draft today. Both Nigeria and France appear keen to adopt the resolution on Wednesday, 30 March but this will depend on further discussion on a number of issues.

While most Council members seem to agree that prompt and robust action is essential, some had questions on the process of listing the individuals on the sanctions list. However, Council members seem likely to be able to agree on the imposition of an additional set of individual sanctions. There are still differences concerning the language used in certain areas, including references to the ICC and seizure of heavy weapons.

It remains to be seen whether the Council will agree to a more comprehensive resolution or if the compromises that may need to be made will result in a resolution that focuses largely on sanctions on Gbagbo and his close associates.
