Insights on Libya

On Monday 9 May the Council will hear a briefing from the UN’s Emergency Relief Coordinator, Valerie Amos, on the humanitarian situation in Libya. It seems that Amos will also update the Council on the UN office in Libya (following the recent need for UN international staff to evacuate Tripoli following violence against UN premises), plus efforts to deliver humanitarian aid through the port town of Misrata (which government forces have been shelling since 4 May).

Amos had previously reached agreement with Tripoli authorities on ensuring protection for humanitarian access on 20 April.

The Council is scheduled to hold consultations on Libya following Amos’ briefing. Some Council members may have in mind the recent Libyan Contact Group conclusions on the advisability of establishing humanitarian corridors on land and sea, particularly given efforts by Tripoli forces to mine Misrata harbour, and how this may mesh with the existing mandate in resolution 1973 regarding humanitarian access.
