ICC Briefing on Libya

The Council will receive its second briefing on Libya from the Prosecutor of the International Criminal Court (ICC), Luis Moreno-Ocampo, on Wednesday, 2 November. Just like the first briefing on 4 May, it seems tomorrow’s session will be an open briefing followed by comments from Council members.

Moreno-Ocampo is expected to update the Council on recent developments in Libya, particularly following Colonel Muammar Qaddafi’s death on 20 October. It seems that he may also provide information on meetings between intermediaries connected to the ICC and Saif Al-Islam Qaddafi, who is currently in hiding. (Saif al-Islam Qaddafi and Abdullah Al-Senussi had arrest warrants issued on 27 June 2011 and have yet to be arrested and tried by the ICC for their alleged crimes against humanity committed during attacks on the civilian population by the Libyan security forces in February 2011.)

It seems that Council members are likely to express support for the ICC’s efforts while emphasising international accountability and the need to follow up the Council’s previous resolutions, in particular, resolution 1970 (2011), which referred the situation in Libya to the ICC and stressed the need to hold to account those responsible for attacks, including by forces under their control, on civilians.
