The Council expects to receive a report from the Secretary-General on the situation in Chad and the Central African Republic (CAR). As requested by resolution 1923, the report is likely to include an assessment of lessons learned in the context of MINURCAT which finally expires on 31 December. The Secretary-General’s Special Representative and head of MINURCAT, Youssef Mahmoud, is also likely to brief the Council in December.

In August, the Council expects to receive the Secretary-General’s report on MINURCAT. Resolution 1923 requested the Secretary-General in the aftermath of the request by the Government of Chad for MINURCAT’s withdrawal, to report on the eroding security and humanitarian situation, including movements of refugees and internally displaced persons in eastern Chad and northeastern Central African Republic (CAR), and on the progress towards the fulfillment by the Government of Chad of the tasks and benchmarks set out in the resolution addressing protection of civilians and voluntary returns. A briefing by the head of MINURCAT, Youssef Mahmoud, is likely.

The Council is likely to renew but modify the mandate of MINURCAT, the peacekeeping operation in Chad and CAR which was rolled over until 15 May. A report from the Secretary-General on MINURCAT is due. A briefing by the head of UN peacekeeping, Alain Le Roy, is likely.

In April, Council members will again take up the serious situation that has arisen over the future of MINURCAT. A briefing by the head of UN peacekeeping, Alain Le Roy is expected after the return of a UN delegation led by Youssef Mahmoud.

Complex discussions of MINURCAT are expected in March in light of the request on the part of Chad not to renew the operation’s mandate when it expires on 15 March.

In February, the Council is expecting a report from the Secretary-General on developments in eastern Chad and northeastern Central African Republic. The report will come against the backdrop of a recent request by the government of Chad, conveyed to the Secretary-General, not to renew the mandate for the peacekeeping operation MINURCAT, which expires on 15 March.

In July the Council is expected to consider the Secretary-General’s report on the UN Mission in the Central African Republic and Chad (MINURCAT), including an update on the development of a strategic work plan with indicative timelines to measure and track progress on the implementation of benchmarks.

On the morning of 8 May the Council is expected to hold an open meeting on the request of 6 May by the Permanent Representative of Chad, Ahmad Allam-mi, ”to discuss the attack perpetrated by the Sudan against…Chad.” The Secretariat is expected to brief and the Chadian ambassador is also likely to participate.

Council members will be following closely in March the transition from the EU Mission in the Central African Republic and Chad (EUFOR), which concludes on 15 March, to a UN military component for the UN Mission in the Central African Republic and Chad (MINURCAT).

At press time, the Council was awaiting the Secretary-General’s report updating planning for the proposed UN military component to follow on the EU operation in eastern Chad and including options on the size, structure and mandate of the proposed UN military presence in northeastern Central African Republic.

A report by the Secretary-General is expected by 15 November on progress towards the full deployment of the UN Mission in the Central African Republic and Chad (MINURCAT) and the Chadian police force Détachement Integré de Sécurité (DIS).
