In June, the Chair of the 751 Somalia Sanctions Committee, Ambassador Geraldine Byrne Nason (Ireland) will deliver her 120-day periodic briefing to the Council on the activities of the committee. Council members last renewed the Somalia sanctions measures for one year on 12 November 2020, through the adoption of resolution 2551. The same resolution also extended the mandate of the Panel of Experts on Somalia until 15 December. Committee members received the panel’s interim report in May and will convene to discuss the report’s findings and recommendations on 4 June. This mid-term update is confidential, whereas the panel’s final reports are published. The upcoming final report will be published after its submission to the Council by 15 October.

In June, the Security Council will vote on the renewal of the 1533 Democratic Republic of the Congo (DRC) sanctions regime and on the mandate renewal of its Group of Experts. The sanctions measures, last renewed by resolution 2528 on 25 June 2020, will expire on 1 July. The mandate of the Group of Experts, due to expire on 1 August, was also last extended by resolution 2528. Both are traditionally renewed at the same time. The final report of the Group of Experts is expected to be shared with members of the Security Council by 15 June. France is the penholder on the DRC; Niger chairs the 1533 Sanctions Committee.

In August, the Special Representative and head of UNAMI, Jeanine Hennis-Plasschaert, is expected to brief the Council on the most recent developments in the situation in Iraq and on the two latest Secretary-General’s reports—on UNAMI and on the issue of missing Kuwaiti and third-country nationals and missing Kuwaiti property, including the national archives. Both reports are due in August. UNAMI’s mandate expires on 31 May 2020.

In December, the Council will hold its quarterly debate on Afghanistan and will consider the latest Secretary-General’s report on UNAMA. Tadamichi Yamamoto, the Special Representative for Afghanistan and head of UNAMA, is expected to brief. A civil society representative might also brief. The mandate of UNAMA expires on 17 March 2019.

In September, the Council is expected to renew the mandate of UNSMIL and receive briefings by the Special Representative and head of UNSMIL, Ghassan Salamé, and the chair of the 1970 Libya Sanctions Committee, Ambassador Olof Skoog (Sweden). UNSMIL’s mandate expires on 15 September, and the mandate of the Panel of Experts assisting the sanctions committee expires on 15 November.

Egypt has scheduled a briefing in August under the agenda item “General issues relating to sanctions”. A representative of the Department of Political Affairs will brief, and a resolution addressing a number of matters applicable to sanctions across the board is expected to be adopted as the briefing’s outcome. At press time, the draft resolution was being negotiated.
