    Monthly Forecast

    In March, the Council is expected to renew the mandate of the UN Assistance Mission in Somalia (UNSOM), which expires on 31 March. The Council is awaiting recommendations from the Secretary-General on the UN’s role in Somalia in the post-election period and may opt for a technical rollover of UNSOM’s mandate until those recommendations can be duly considered. The Federal Government of Somalia (FGS) is expected to submit its report on the Somali Security Forces to the Council by 30 March, as requested in resolution 2317. The Council will also receive a briefing by the Chair of the 751/1907 Somalia Eritrea Sanctions Committee, Ambassador Kairat Umarov (Kazakhstan).

    In January, the Council expects to receive the report of the Secretary-General on the UN Assistance Mission in Somalia (UNSOM) and the AU Mission in Somalia (AMISOM). The Secretary-General’s options and recommendations for the UN presence in Somalia in the post-electoral phase requested by resolution 2275 were also expected in January, however, with the electoral process not yet complete, it is unclear when these will be transmitted. The mandate of UNSOM expires on 31 March 2017.

    In November, the Council is expected to adopt a resolution on Somalia and Eritrea sanctions that will address the partial lifting of the arms embargo, authorisation for maritime interdiction of illicit arms imports and charcoal exports, and the humanitarian exemption, which all expire in November. The 120-day briefing by the chair of the 751/1901 Somalia and Eritrea Sanctions Committee, Rafael Darío Ramírez Carreño (Venezuela), is expected, and the final reports of the Monitoring Group are due. The mandate review of the monitoring group is also due in November. Finally, the Council is scheduled to adopt a resolution renewing counter-piracy measures.

    In September, the Council will consider the Secretary-General’s 120-day report on Somalia. The Council is also expecting the AU to submit a report on the implementation of the AU Mission in Somalia’s (AMISOM) mandate—the first such report to be received since 2013.
